I'm not quite sure if this is the proper forum to ask this, but I haven't been able to find a art support board or anything, so I suppose this would be the place for any art-related questions.

I was browsing through deviantART this morning, and came across this beautiful rendition of a scene from Marie Antoinette. Since it was filed under photomanipulation, I'm assuming that the artist used this as a base image.

I really like the style of the image, and would like to achieve similar results myself. So, what I'm asking is: can anyone point me in the direction of a tutorial that explores this style of photomanipulation? I've looked around here and there, but I really haven't found anything comparable.

Well I have no clue, I can't see the base image. But maybe contact the maker of the rendition? Maybe he/she can explain what he/she did and point you in the direction of some tutorials etc.

From what I can see (and I'm not sure, because I've never seen the original), it looks like this has been through some filters. The best advice I can give is to experiment until you can make something you like, I don't think this has been manipped that well, and many can be alot better. Try searching through DeviantArt itself for tutorials, I've found plenty to achieve amazing outcomes. =]

I think this is what they did:

Step 1:

Go into brightness/contrast or levels and bring your highlights to all white and your shadows to a high saturation.

Step 2:

Looks like a paint filter was used. I think it was the watercolor one? That's the texture look your getting in the rainbow shadows there.

Step 3:

Hand trace/ink in lines. By the shaky line it looks like not a filter but a manual trace to where they wanted line.

It seems to me that the artist used a tablet or something of the sort for those contours.

Well, if you browse dA you could just go into DigiArt>Photomanip and then search for Tutorials. You might also like to check out the TutorialsClub and photoshop-tutorials. They've got some quality stuff.
