In order to post on the affiliations board, do you have to have 15 posts? I just wanted to ask before I did anything, just so I don't get in trouble for posting where I'm not allowed to.

No, there's a pinned topic in that forum that explains everything ^^. Apart from the Graphics request and Directory submissions, you don't need a certain post count to post in forums ^_^.
