Title: Advertising?

Can I advertise a board if I'm not the main admin? I want to advertise one of my friend's sites, I'm an admin but not the main one.

Yep. As long as you have admin/global mod abilities you can advertise, provided also that you have 15 posts here ^_^

Sorry for the double post, but one more question: Do I have to have admin access? I really want to advertise a site, but I only have mod access.

As long as you are an admin/gmod you are able to advertise. You should at least have global moderating powers, that means that both admin/gmod accounts fall under this rule. If you would be a normal moderator of lets say one forum, then you wouldn't really be allowed to advertise.
Global moderating powers mean that you can moderate around the whole forum, from OOC to IC forums.
