Because of how I've set out my roleplay (fourteen warlords are fighting over 26 mapped territories) it means I require a large number of staff (e.g all of the warlords) But will this cause problems? All cities start occupied so while some rulers have one territory others have three. I have three rulers going and another in the process of making his character but does anybody think that how It's set up will cause problems?

You're just going to either have to trust your newly created staff members or the members to play fair and make it fun for others.

Is it necessarily to make every warlord a staff? If it is, then you can always just give them simple powers like opening and closing topics at first and then move them around as you see fit.

They have limited powers in their own area, but they have to be some sort of staff because they have to look after their forces. I think that Makar brought up a good point, I may reduce their powers slightly.
