Analysis Notes: Does it draw you in? Is it easy to navigate/read,etc? Is it interesting at all having such an open plot and ability to 'do as you please' with your character, or would it be better to have a written out plot and canons? Anything & everything, please be honest!

I happen to really like vampire boards, so I'm taking a look. Note that if I don't point it out, it's probably good, and I do tend to focus on the negative. But I'm trying to correct that, so, here goes.
Appearance and Organization: A black and red skin is probably, by this point, the default for "vampire" boards, so I don't really have anything else to say- except, well done for consistency. A limited colour scheme is always a good idea, and you seem to have pulled that off well.
I'd suggest shrinking the massive splash image and getting rid of the "grand opening" image, as between the two of them the entire forum, minus the sidebar, is below the fold. A full page of scrolling to get to the actual forum feels unneccessary on an Invisionfree site. Just a thought.

There are a few things you really should touch up here. First, it should be a simple, elegant description of what your board is, not the rules. Tell us what you expect, and keep everything in this segment positive. Here's a revised version:

Stay away from technical stuff, keep things upbeat, and attribute quotes. "Described as" is a weasel word- tell them what you think and what you want.
The next segment has two cool-looking links that are blocked to guests- remember that your sidebar is going to be one of the first things they look at, so any links that come from there should be guest-accessible.
Having two chatboxes may make things a bit confusing; it'd probably be better to have just the OOC one, with an IC one accessible through a link. I wouldn't want to accidentally post in the IC one and be waiting for a reply.
As far as layout goes, the forum is fine- but I'd suggest killing off the "Encampments" forum until someone actually uses it. A full forum segment with no posts makes the forum look dead or at least inactive.

Hm. No plot; I'm dumped on a "setting and race information" page. That link should be cleaned up or properly titled. Anyway:

That's it? Gah! Bad! No! More information than that, please! Is the city on the coast? Is it land-locked? Is it popular? Populated? How does it make its money? Is it a holiday destination? A getaway? Where is it? East coast? West coast? Midwest? Deep South? How did it get its name? Abbadon is the word both for Hell and the being that rules it- surely that name wouldn't have been picked? What do other cities think of it? What do the inhabitants think of it? What's the architecture like?
Setting is one of the few things you can really control on a board. This one desperately needs more information. Mostly so that new members feel like the city really exists- a history plants the city firmly in the real world. We need that history.
Race:
Again, problems. 1300 years is a huge amount of time. Like, ludicrously huge. You live that long, you get really messed-up in the head. If that's how old you need to be to reproduce, I don't see why you would bother. 130 years puts you back in the 1880s, which is older than anyone alive. 1300 years puts you back in the 710s, which is so far back that most people don't know what went on back then. A character from that era would be almost impossible to play. Plus, at that age, what are they using to reproduce with? I'd suggest making it that only younger vampires can reproduce. But that's just me.
Also, Lycanthrope is probably the wrong word if you can turn into any one animal. Lycanthrope comes from the greek "Lykos", wolf, and "Anthropos," man. I just don't like it when words are used wrong, so maybe this is just my thing. "Therianthrope" means "beast-man," so that might be a better word to use, at least for their official name.
But the main problem I have is that nothing is defined. If I had no idea what a vampire was, or what a lycanthrope was, I would have no new information from reading your species info. Species information has to start from the very basics. Are your vampires dead? Are they undead? Are they unclassifiable on the death spectrum? What about these vampire children? Are they dead? What system are they working under- was the first vampire Cain, or was it Dracula, or was it some third character? Are lycanthropes blessed or cursed? Does it hurt to change forms?
You have a lot of small details in there, and that's good, but the big picture needs to be filled in for those of us who have seen multiple vampire systems. From the Abilities thread, you're operating under a variation on the World of Darkness system (auspex, celerity, fortitude, animalism etc), but then there's abilities like "Memory Tweak" which are just ridiculously overpowered and seem to have no cost or system to them. How do they actually work? Not the metaphysics (Not asking whether there's a soul or memetic space or astral form of anything), but the basic use of the power. Do I need to touch the person? Can I use the power continuously without cost, so that no-one remembers that I exist? Is there anything left behind?
Anyway. I think that you just need to take a look at this stuff as though you had no idea what a vampire was, and another look as though you wanted to munch the system and kill the board. If you can help the first one and prevent the second, then you've got a good ability system.
Rules:
Okay, now I get the location of Abbadon city, which appears to be like NY. And like LA. That is impossible. NY is viciuos, bloodthirsty and aggressive; LA is spacy, peace-loving and hipster-friendly. You can't have both. However, now I know where it is, so that's good. Putting that under "Rules' is probably a bad idea.
Other than that, they look fine.
Board Strengths: Good rules, solid grammar and spelling, a well-executed open-ended plot, diverse character powers and a solid admin team.
Board Weaknesses: Needs more. More setting information in the setting topic, more species information in the species topic, more information on how the powers work. It needs to be sorted out and solidified.
Staff: Well-executed drop-down menus with actual admin accounts. This I like.
General: I know this seems quite negative, but that's just the kind of person I am. It isn't nearly as bad as I make it seem. This board just needs a thorough once-over by a member of your admin team to make sure everything makes sense, to clean up the inconsistencies and to make things newbie-friendly.
