Okay, well; it's not so much the activity as people not signing up. I don't know what it is, or why people are not wanting to join.
Has anyone got any tips for advertising or maybe to grab more attention when people are reading your ad?
One of the things I've done, as a member of LiveJournal, is post about my RPG on communities which have an interest in the fandom my RPG is part of. I've got two or three members from that.
So if you have a blog, post about it there, with links to it.
Other than that, I'm afraid I'm in the dark as much as you are. Good graphics will grab attention, I do know that much.
But I will be watching this topic closely to see what more experienced people have to say...

I'm part of a lot of fandom forums, and thus post a little text ad there.
Post, as aforementioned, in a blog. I post mine on my own LJ, and anyone who comes across it finds out all about my RPG. I'm yet to post on a community. The best I've gone with communities, is like... popping up and saying hello. *blushes*
One thing I've found that works wonders because of all the free advertising, is to be super uber nice (but not creepily!) to any members you do have. And I don't mean like, be best buds, or to try too hard, but I know that I had a member who wanted the site to get off the ground. We gave her the member of the month award. Now her sister has joined, and she is blogging about how great we are. :p
I'm sure there were more, but I didn't get much sleep last night... hope that helped some.
I never did anything special advertising. Never even used graphics: I just did lots and lots and lots and lots of it.
