I'm relatively new to the who RP thing. I've been a member of about four different RPGs that died or got deleted within about three weeks of starting up. I got so fed up that I decided to start my own, which has been running for just over a month now.

I thought I could do worse than join RPGD to hopefully get some more members.

Only partly. We accept canon characters from other series set at the time, as well as OCs and historical people.
