Note: I wrote this for someone who has no idea whats going on, so if it seems like im pointing out the obvious, thats why.
Ok, so first you start out with your text. quite simple.
then you right click on the text layer and duplicate it.
Click on the bottom text layer, now select the area around the text (or the entire picture if it makes you happy ^_^) And then go to adjust>blur>gaussian blur
set it for about 2 and you should get something like this. (I duplicated the layer a few times for a heavier effect.
and we're done!
